Is There a Mechanism of Error in the Creation of Singularities?

Therestod of no known way in which, like, that new universe wa will have different constants. We don't have any sort of mechanism that explains where these parimeters are stored and how they might be modified by singularities. The theory itself has not been fleshed out. But, you know, physics works this way. It is sut of turtle.
