The Differential Treatment of Domestic and Foreign Tour Operators

There were two major areas where differential treatment was being given. One was between foreign tour operators and domestic tour operators. The second area was that transaction done with debit and credit card were exempted until seven lakh but for it was not. Both in my understanding both these discrepancies have been fixed is that right?
