A sidewalk is not owned by anybody in particular, right? And it's governed through politics as opposed to through economics. Externality is something that we decided as a culture and we're just going to share in common. Toll roads strangle capitalism, but free roads and open sidewalks allow everybody to get to market. We don't see them because we don't think about it.
