Rishi Sousnak has promoted the idea of Northern Ireland as having an anomalous status. But in fact, he says, there is no governing authority that is responsible for it. And so therefore you have identity politics constitutionally built into the structure of Northern Ireland. It's effectively a super national post sovereign arrangement from the top to the bottom.
