This is where the special access projects, the black budget projects are taking place. The security for these bases is primarily private contractors. And that's why I always say if you go over to area 51, even today, especially 20 years ago,. You try and walk through the desert and penetrate into that base. Who are you going to be met with? Those individuals are not going to be members of the United States military. They're going to be employees of a private security contracting firm.
