He says, when the intelligence of communist societies established, it will beam outwards in all directions and towards all the animals. He then later says like, well, elephants are really intelligent. And we'll be able to talk to dolphins, which is a bit self evidently positive true and beneficial to the to the global communist revolution. Unfortunately for say this didn't live much longer, you know, having discovered these ideas he died in 1981. So, I'm assuming the only reason why I'm not sure why communication with dolphins is necessary for revolution is because, per se, this didn't have long enough to develop this line of thought.
