The Role of Rental Subsidies in Housing Choices

There are about 2.3 million families in the US that receive housing vouchers worth something like $1,500 a month in terms of rent in the Seattle area. Most people take that money and still end up renting an apartment in a pretty high poverty low opportunity area. A randomized trial where we took about 500 families who are applying for housing vouchers through the standard housing voucher program in Seattle and King County gave them additional services services such as search assistance. And what we found was a remarkable change in terms of where families ended up choosing to move - only 18% of families moved to high opportunity neighborhoods. In contrast, in the treatment group, that number jumps to 55 or 60%. So the majority
