The Islamic State in Iraq has gone through different phases of consolidation. First they cooperated with other groups, then competed when they became al-Qaeda in Iraq. They were coercive once they gained enough strength: "You have to join us or else" The Taliban is the one that's hegemonic and can be a difficult message for an Islamic state to deal with.
