The Complexity Is What Causes the Complexity
The paper is largely, you could see it as a response to this paper from 20 years before 1986 to 2006. So they are talking about Fred Brooks who wrote an article, a paper called No Silver Bullet. And what he talks about complexity and he uses the essential versus accidental complexity distinction. From the complexity comes the difficulty of enumerating, much less understanding all the possible states of the program. This is back to the authors of this paper. We agree with this, but believe that it is the presence of many possible states which gives rise to the complexity in the first place.
