Balancing Multiple Limbs in the Context of Open Justice

This chapter explores the possibility of aggregating and weighing the three limbs of confidentiality, interference with human rights, and interference with the interest of justice against the principle of open justice, and discusses whether a tribunal may consider the cumulative interference enough to outweigh open justice.
