Editing is best done when it's educational and instructive. And you do that by not just telling the writer what to do, but explaining why it should be done. So even if you don't have those in place, take the time to explain why. Even though it takes, it makes the editing process longer, it's actually going to make the piece stronger because you open a dialogue with the writer.
