If your policy goal is to ban books, then as you said, there isn't an obvious dial. And even if I were to pass a policy that tries to ban progressive books, I will quickly find myself with a lawsuit or in the judicial courts because it interacts and intersects with all these like previously big body of laws. It turns out that policies and actions from many decades ago will have a strong bearing on whether I can get that like policy passed or not.
