The Southwest Corridor Highway was supposed to be an eight lane multimodal corridor linking I-95 with the Massachusetts Turnpike, providing a more direct route downtown. The cost started soaring and political will waned so in 1970 Governor Francis Sargent ordered a moratorium on freeway construction inside Route 128. It's unclear what was going to happen to the Boston and Providence Railroad but they were just going to use a different approach into South Station that is now Amtrak's Northeast Corridor.
