Is the Random Number Generator Really a Random Process?

The ap picks co ordinates randomly within a zone that centered on your current position. The default radius of this circle is two point five miles, or four kilometers. But you can use your fingers to expand or contract the circle so that it won't take you on a journey that's longer than what you want. Do they claim that this para psychological aspect of the ap actually works? They acknowledge that they aren't doing a controlled scientific experiment, so they can't claim proof that it works.
