McCarthy's Vote to Vacate
I think that it's probably the latter. McCarthy knows he doesn't need every single Republican to get this across the finish line. He's got some Democrats who are going to vote for it as well. It remains to be seen what happens in the rules committee right now. But he got this deal at this point without a Republican Senate and with a very, very narrow House Republican majority.
