The church commission says that the superiors who were kind of hovering above this and watching this happen, but trying to maintain plausible deniability, they're just as responsible for this. So it was like they had a blanket surveillance of everyone around somebody, but not directly on the guy. There's no affirmative concrete evidence that Bobby ever ordered a direct surveillance of Hafa. Although the Hafa team and everybody on the team, they were totally paranoid and thought they were being bought. And also there was physically surveilled by FBI agents all the time.
