Paul's teaching here might indicate a particular concern for the public image of christians in the society at crete. Christians are to be peaceable people, avoiding quarrels among themselves or getting entangled in those of the widest society. This presumably is teaching that they had received before. So titu's duty is to remind them of it, rather than that of laying a foundation. As a people, christians need to avoid slander. Such humility and meekness will extinguish many conflicts before they even get started.
