Is Elon Musk Proposing a New Hubble Space Telescope?

Khush Khuhad says if funding is made available, you could have a giant telescope inside one of these rockets orbiting the Earth. And he has also proposed that he could extend the life of the Hubble Space Telescope. It's certainly something that's feasible if NASA, if the US government is willing to put in the money. But obviously it's just a proposal, it's not like he's building it but it's certainly feasible.
