The Difficulty of Gravity Measurement
There's no way to shield your laboratory from the gravity of your surroundings unless you get like really, really far away from everything. We don't have the way to do that experiment out in the middle of space. We have to do our experiments here in the vicinity of Earth, which has its own gravity. You're trying to measure a very, very small effect and it's swamped by all sorts of other effects.
