I see it as an attempt to achieve certain kind of targets and then you know mobilizing resources for those projects. And if they work well in one place you might copy those ideas in other places. So I don't think that there is going to be a model but the critique of neoclassical economics, Western imperialism is certainly sharpening in China as we speak.
