In 1972, there was a law that was being reauthorized called the Rehabilitation Act of 1972. And President Nixon vetoed it. The section 504 was very similar to provisions in the Civil Rights Act of 1964. It said if you're an entity that receives money from the federal government, you may not discriminate based on disability.
