Is the Law Creating the Definition of Harassment?

There was not a very clear sense of what actually counted as harassmentd and so could youve, maye, me talk a bit more about the degree to which some of these sort of entra prinurial h r specialists end up effectively almost creating themselves definition of harassment that's then incorporated into law. The number of harasment cases sky rockets in the early nineties but everything gets headed off before it gets that far.
