Brett's argument is this, if a person can understand and comprehend anything, then isn't that really the capacity that matters that they can learn it? So his argument would be that we all are capable of running everything. That's the only capacity that matters and we all have it. Even my severely mentally challenged neighbor, you would expect that he could at least in principle understand and not animate.
