Cyclists who leave their bike locks attached to the racks is bad practice. It's like leaving beach towels on deck chairs - not illegal, but they're like taking a claim to that area. People are providing quite a lot of pre-existing solutions to your problems. I think passing a law against the manufacturers would seem pretty harsh. Do you know what Marmite just has a flat section on the shoulder? This is when the jars running low, you can stand it on that flat bit in the cupboard, making the remnants easier to get out.
