The decree on peace was aimed at that most vital of constituencies, all the soldiers and sailors out there who were sick of fighting. The bolsheviks remember see themselves as the spir tip of a european wide proletarian revolution. And they planned to encourage the people of europe to follow their lead if their respective governments refused to end the war.
