It's pretty easy to starve a pipe to the point where pings start not going through. And if you've got a watchdog on that pipe that uses ICMP pings to monitor availability, well, you may be restarting things that you shouldn't. But in this particular case, where you've got potentially a contract with a bunch of really remote locations in some way big, like a big state, let's say, in the US, this could save you a lot of money or a lot of time.
