I think by inertia i meant something that is outside of incentives, more a bias towards inaction, as it were. This is really everything you've described. And ershe doesn't fit it because it thes these arjoust people respod ding to their immediate incentives. No game theory could explain why most of the princes said theyhad supported the british during 18 57. If you give them an ideal situation where there is a guarantee that everybody will be on the same side, they'll choose that side. But otherwise, you just go for the status co and play safe.
