Bitcoin Mining Pools, Are They Really Decentralized?

The intention behind a system like bit coin was really to build some thing which is dicentralized. You have different players in bitcoin that have various degrees of influence, but currently they still need to if they really want to impose their version of the truth. If two of the largest mining pools got together and decided that they wanted to change history or allow certain transactions to happen, could they do that? I'm not sure how much dicentralization you can really get. But it's already more descentralized than the systems that satushina kamuto wanted to replace. So i guess that that's an achievement.
