The Longevity of Prisons

Longer sentences and punitive nature at has gone up, especially since the eighties and nineties. This contributes to formation of gangs because time horizon of prisoners is longer. So i think taken together, the inability to engage in any sort of productive or distributeve exchange a, and these harsh constraints a, prevented them from having the resources or incentives to produce extra legal governments.
