Dark matter particles are like billiard balls. They can hit each other and then lose energy by emitting some photons, that makes them stick together. Dark electromagnetism is an open possibility but the coupling would be very small so it probably wouldn't be noticeable. There's lots of dark matter in the galaxy; there's some dark matter in this solar system,. But a very, very tiny amount compared to the density of matter that we have in ordinary matter.
