What Congress Can Do to Stop the Rail Workers From Striking?
The railway labor act builds in congrss at the end of it as sort of this back stop. If we get to a work stoppage, it's basically expected that congress will pass a bill. The rail companies think their industry is too crucial for congress to allow their unions to strike. They're using that threat of disruption to the suplectent fo their own leverage. But there's nothing stopping congress from having a bill that says, ok, it's the p b recommendations plus 15 page, sixdes or lus.
