Russia's Departure From the Grain Deal Frees Ukraine to Engage in Attacks Like This
Russia made a condition that if such attacks would be repeated in the future, they would exit. So it looks like there is a chance to believe that Ukrainians connected Russians threats to exit the deal to their attacks. Because otherwise such attacks would endanger the grain deal itself. But here the attack happened on the last day, last hours of the grain deal being enforced. When Russia already made clear for everybody that it's exiting. So Ukrainians felt comfortable to do the strike of if that were Ukrainians, to do the strikes because that would not.
