The new poor law was put into place in the 18th century. The workhouses were built to clean the south and midlands, but many are still ramshackle today. Three people have a unified idea of what should be done - rather than 15 thousand different ideas. This is an example of 'welfare republics' where responsibility is not vested in villages.
