What's the Difference Between Win-Win and Negotiation?

The term win-win for me presupposes that the person using it believes that there can be two winners. In my experience, there's a certain amount of value that either gets created in the deal or split up in the deal. Incredibly difficult to enter those situations and expect to win-win when that person is out to basically slit your throat, so to speak.
