Do You Have a Major Power Like Russia?

During the Vietnam war we tried to shut down the Ho Chi Minh Trail and we sometimes succeeded, but we could not stop. And when we started to have our two bombing campaigns over Hanoi, they had Russian supplied anti ballistic missile shot down over 500 American plane. We know now that there were Russian pilots in those planes. And we killed a lot of them. So my point is that when you when you have a major power like Russia will it show the restraint that we did. Should the United States do what it's doing and increase that? I don't think it will because it's not like us.
