Napoleon was trying to re invent monarchy. As with any re invention, there were some miscues and a vague hint of farce. But the fact of napoleon's staying power on the throne was a more powerful argument for his legitimacy than any ceremony. The people who poleon's regime really depended on generally were impressed.
