The Role of the Supervisory Community in Banking Concentration
David Rothkopf: Silicon Valley Bank made some very bad bets on interest rates. He says regulators apparently had seen some of these problems and issued warnings to some degree. Is this a management failure, a supervisory failure, or both? Rothkopff: It's clear to me that the supervisory community identified the risk. They had elevated into the bank's management.
