In 1937, women were not seen as being good spies. Josephine Baker was already engaged in helping the victims of Nazi aggression. She would perform at night and then head down to homeless shelters to help out. The Bureau needed all the help they could get with Germany's armed fair agents swarming into Paris. Pail insisted that Abte meet with Josephine to assess her suitability for the job.
