The Chances of Nuclear Weapons in the Second Phase of the War
We are closer to the potential use of nuclear weapons now than we have been since any time since the 19 eighties, and probably in the 19 sixties. Both sides have made clear that they see nuclear weapons as integrated into conventional combat situations. Even though we don't actually have a no first use policy it's very hard to imagine a scenario herewhere we would be the first ones to use them.
