Is There a Duty to Protect From Suicide?

There is a limited acknowledgement that the state has a duty to protect people from suicide. That tends to be very much limited to those who are in the control of the state or under the care of the state. But I think it's better to analyze it that way than to say that the state doesn't owe a duty to protection people generally. So in other words, the state does owe a dutyto protect everyone from committing suicide.
