Chichester wrote that land should be awarded so that every man of note or good desert so much that he can conveniently stock and manure by himself and his tenants and followers. But odoit's rebellion panicked every one. And plans that finally emerged horrified chichester, who thought the expectations were weigh too high. Therefore, where new plantations were organized, he followed his original plan of allicating land to native irish. Not that the plantations in wexford were a success either. The old english and native irish were outraged that the approach used for existing landowners to give up land in return for new title from the crown was much abused. This did not happen in ireland.
