The Importance of Tone in US Conflict Strategy
Julian Zelizer: There was a memo written by you, Bobbi, in this chapter in Stephen Hadley's book, Handoff. And it is a memo from 2009 about US conflict strategy. It says that Africa conflict strategy during the previous administration largely focused on addressing humanitarian needs. Zelizer: Am I misinterpreting your words by sort of thinking that what you appear to be saying is that America was at least back then, looking at Africa like a charity case and policy on Africa? He asks if China could see itself as potentially a partner that could provide China with things that they need.
