How Do You Collect Talent When You're Not in the Draft?

When you're outside of a window of contention and we're collecting talent at this point how do you balance the the speed at which you can collect talent versus being competitive on the field? It's one thing to have a blueprint, but in the spirit of Annie Duke, there's an element of poker involved and luck involved. Once you break through I think that's when team builders probably need to be a little more specific right where sometimes you do draft for need because you have core players and maybe you need to draft for need as well.
