The book I'm thinking of is the Women in Black by Madeline St. John. It first came out in 93, but it's set during the holiday season in 1950s Sydney. The women in black are all employees at FG Goods department store. They work in the ladies cocktail frocks department and they have to wear their black dresses to go on the job.
