The White House's Hope Is More Than an Expectation
The hope is that this diplomatic channel will continue to be open, and lead to Whelan's return later this year. But that's a hope more than an expectation, I think. The concern now is what else is Russia going to ask for, and now that the White House has shown a willingness to make these kinds of negotiations, what else can be done?
