The Importance of Safety in Government and Security

In neurophysiological terms, the idea of safety is not simply the absence of threat. That internal state is generally related to a sense of internal attunement and ability to regulate our own state. And I think when a person is more vulnerable, they do have, and that could be children as well. When you are physically more vulnerable, there are mechanisms you have to use in order to create that. If we don't add that internal state, that safety, that layer where it's something you have to actually add, not just about removal.
