Is There a Catch 22?
It's dead in the water. Any sort of sense that the government believes in this has been boiled down to these, I think they're called investment zones or essentially low tax, low regulation zones across the country. Labour hasn't gone too hard on levelling up because for one day, the Conservatives are so weak on it now. And perhaps they suspect that if they did concentrate too heavily, like you say, the post-industrial heartlands, that perhaps they might lose seats elsewhere. But as a grand narrative for what's wrong in Britain and what need to do to fix it, it's non-existent.
