Lynx 16 is what you would call a lowest common denominator protocol. It facilitates communications between NATO allies that are operating different types of kit. Older gear like F16s and the such don't have some of the newer protocols, so you use that. So we're talking about a positively ancient protocol with a lot of time to study its intricacies.
