The Reformation of the Empire
Traditional elites would have to be either persuaded to accept reform or simply done away with. Most important of them was the Janissaries, which not only had to be drastically reformed in order to fight off these more modern, formidable armies coming from the West. And so it was clear to all subsequent sultans that the Janissary would need to be reigned in and brought under central control - if not abolished entirely.
