There is an interesting phenomenon dapocus. If you look at the dozen or so states that have derogated, notified their derogations,. it doesn't include italy, spain, ou know, the states that have been suffering the most at this point in time. Ah, but then theStates that have been making these derogations have made them in relation to those freedoms. You mentioned a movement assembly and association, which we would have thought had these inbuilt caviets that would have allowed this restrictive practice - without formal notification being needed.
